Fi vs Unlocked, order error?

Has anyone here ordered a Pixel device in the past where the IMEI reflects a Google Fi phone despite having ordered an unlocked phone straight from the Google store?

I bought the device new and gave to family member but he cannot get it to work with AT&T. I consider myself pretty tech savvy but I can't figure out why except for the reason perhaps Google sent me a Fi locked phone in error.

Anybody have any similar experience? Feedback? I may have to opt to send the device to Google for replacement but I don't want a refurbished device if the error was on their end.
 
Fi phones should not be SIM-locked and should support the bands needed for AT&T. https://fi.google.com/about/faq go to the devices section,
Does Google Fi sell unlocked phones?
Yes. Any device you get from Google Fi comes unlocked and can be used with other wireless providers if you choose to leave our service.


I don't know what a Fi IMEI is compared to an unlocked device.
