Can you change the file folder name once you add it to your homepage? I added folders and they are still named "Folder". Can I change the "Folder" name to something elses, ex. change to "Games" (that would be the folder name)?

Yea you can. Just choose the folder you want to change. Long press on folder name then you should be able to rename it to what you want

Open the folder then long press on the title bar.

Is there any way to REARRANGE the icons within a folder? As best as I've been able to determine, they're sorted according to the order in which they're placed into the folder - but it would be nice to be able to rearrange them.

Check out Apps in the market like SiMiFolder or Folder Organizer. I prefer SiMi over Folder Organizer because it's a little bit quicker but either one should give you slightly more control over the folders. SiMi wont let you re-arrange them but it will auto-sort based on the name of the app.
