Try using an app like AirDroid or Wifi File Explorer.

Not sure if this is what you are talking about but I use Google Drive to access files between my Android and Windows devices. I move Pictures and Word Documents so I can have access to them regardless to the OS. I even update my Grocery List in Drive using either my Windows or Android devices so that when I get to the store I can check Drive to get everything I needed from the store.
