Files to External SD card

I have a China 8" table, that works ok except I can't find a way to load file on SD card ? As I am new to Android, looking for some help.
I have read forums from many sources but no luck.
So Far I understand that the 4gig internal is where most of the apps go, I have a program that I thought would let me see the 16G external Sd card -no luck. The only thing I have been able to put on it is pictures.

Can you load apps from computer to the sd and then install and find apps /

If you've downloaded apps to your computer they can be moved to the tablet by connecting and enabling sd card in the settings that pop-up. Just drag and drop what you want to place on the sd card. From there, you will need to use a file manager to view the sdcard contents or install an app you transferred. Remember to install legitimate apps only...meaning apps legally obtained and not pirated.
