Actually the Date i got it was Aug 22, 2020 You can see arrow pointing at me and see date when i first got it.

The original update might have come through without a notification. There was a change that made it show up as a system app.

I restarted the phone to see if that was needed but still nothing, maybe I need the September security patch as well

What carrier are you with? It wouldn't be carrier specific would it? Kind of like the Mobile Data button that I had in Quick Settings that I had with my Unlocked Note 10+, but which is not on my T-Mobile Note 20 Ultra.

I'm pretty sure I also saw this on the Note 10+ I might be mistaken but it certainly wasn't a surprise when I saw it on the Note 20 Ultra.

It's on my Note10 Plus since August 22 just like my Note20 Ultra 5G
