Firmware update

They didn't cancel the OTA, they just gave up on figuring out why I wasn't getting it and suggested I wait for ICS.

I never said they cancelled it. They often do staggered rollouts for otas, (HTC doesn't soak cdma units on Verizon), It just seemed like they paused the rollout for awhile. They sure got alot of complaints over it so it certainly seemed like they took a breather. They did several updates to VLA during that span so it's plausible. This same thing you experienced happened to quite a few people in the forum here and elsewhere. Many didn't get anything for awhile, then people started getting notifications again. I just found this weird it renewed at this point because VLA isn't in the leak [w/ new firmware], at least not in app form and the official release appears very close to getting wings.
 
The only thing I found the update did to my phone was now I can't temp root and remove bloatware and two it throttled my data where I use to get up to 48mb download I now get 28-30 I called Verizon and questioned this and they claim no they didn't. I told them quit there lies and he hung up on me

I doubt that the throttling is true, I get over 30mbps almost on a daily basis, and have seen over 60mbps after the update.
 
I keep getting the download, it pretty much tries to do it on it's own without even asking me but it NEVER installs when it's done. It's really weird...
