first two area code numbers become a country code- google voice dialing Samsung G6

Samsung G6. Google for voice calling. When I use it for calls, any number with an area code is grouped (dialed) as a 2 digit country code, then the rest of the numbers. how do I get it not to think its got to call internationally? its just a number with an area code- yet the first two numbers of that area code become a country code.
