Good point and it's the same with and without the S-View cover which now rules out the S-View as the issue. So, as it's not a S-View problem or one of the Buds Live, it comes down to the phone and/or Google Assistant.
 
I've had this sort of issue a few times before, and I think it's a bug with Google Assistant. Once I was able to fix it by going through the full Assistant setup (I didn't want it completely set up since I only used it for voice dials), but I couldn't fix it the other times and it eventually resolved itself. You could maybe try uninstalling updates for the Google app and see if that removes the bug. Unfortunately I've yet to find a clear cut fix for this any time it reared its ugly head.

I just tested with my JLab Epic Air Sport buds (still waiting for my $150 credit so I can get the Galaxy Buds Live - ugh)

Anyway, this is unlocked N20U on Verizon with S View cover; I was able to place calls with phone locked, unlocked, cover closed, & cover open.

Sorry I don't know the solution, but I thought my testing may help you isolate the issue on your device.

I also have the unlocked N20U on Verizon and appreciate the feedback. I hate to reset all the settings but may be headed in that direction.

I hate resetting settings too... But if it fixes the issue, then I always wonder why I didn't bite the bullet sooner.
 
I tried resetting without success. So, I set up Bixby as my default voice assistant and it works flawlessly from the locked screen to place a call without me having to interact physically with the phone.
 
Thanks. Time will tell what I may be missing by using Bixby instead of Google.
