Flaky WiFi Calling

Because the cell signal is non existent in my ground floor apartment in NYC, I have to rely on WiFi calling. It works reasonably well...when it works. Too often, I'll go to make a call and the WiFi call icon is missing and no calls in or out. I've tried restarting the phone and switching airplane mode on and off. Eventually it comes back on, but I'll have no idea how long it's been off and how many calls I've missed. Is there a way to turn this feature back on that always works?
