Force phone default ringtone on bluetooth headset

I am using ZTE ZMax Pro Z981 running Marshmallow 6.0.1 connected to JVC Bluetooth headset HA-FX39BT. When the phone rings, all I hear in the headset is a very low volume 'beep beep'. The phone speaker will sound with whatever custom or system ringtone is set, at the phone's set volume, but the BT headset will NEVER sound with a ringtone, only the whisper 'beep beep'. When I am driving (big truck - loud), I can't hear it. I can hear the ringtone in the bluetooth when I am in the ringer settings selecting the ringtone, but when the phone rings... nothing. I have tried countless voice and ring caller ID apps and ringtone apps and bluetooth apps with NO success. I have read that android forbids apps to access the BT when in 'In-Call' mode (and by extension, when ringing) and wonder if there is some workaround or app that will fix this. Doesn't stock android come with default voice caller ID? I would just like the opportunity to know the phone is ringing. Identifying the caller in the BT Headset will be a bonus.
