Forcing WiFi calls

Is there any way to force a call to use WiFi versus the cell network? Some nights I'm participating on conference calls and would prefer to have those calls over WiFi since they are long.
 
Can I ask why? You get unlimited minutes with fi, it really shouldn't matter.
One reason is that I get crappy cell service at my house, yet my phone constantly connects to a cell carrier when I make a call, so I'm not even sure if WiFi calling is working. Right now I'm connected to T-Mobile and FiSpy tells me the signal strength is 2147483647dBm and I have no bars, yet my WiFi is showing a signal strength of -70 dBm, so it should choose WiFi, but it doesn't.

The other reason is I'm trying to determine if I can make more calls on WiFi and maybe get a cheaper plan like T-Mo $30/mo. My data usage is low, so it may not really matter.
