Let's put it this way: What do you think about your ISP at home telling you you can have internet connection on you computer, but you are not allowed to have a router to connect other devices to your network and share the same internet connection? Because that's what tethering does: allows 2 or more devices to share the same connection. Verizon and ATT should stop trying to charge for something that is out of their limits. I pay to get internet connection on my phone. From that point on, what I'm doing with my data is my business, not theirs.

Contrary to belief the FCC is one extremely powerful organization. They may not create laws per se, but they do create regulations. Do you think the no nudity or foul language on network TV is a law passed by Congress and signed by the president? Absolutely not,its a regulation enacted by the FCC which carries monster fines which are enforceable in court. So no, they don't make laws, but they have serious screwing power.
As for tethering, its not illegal either. Its a violation of your contract terms and conditions. As for saying VZW cannot put a clause in your contract about tethering which is legally binding, they most definitely do have that ability. You can't sign away a right in a contract but you can waive your right to what you believe are laws.

And I'm using it on my device. And my device has the option to share it with another device. The internet signal payed by me and provided by carrier reaches my phone, like in the contract. After that, I can do whatever I want with it. I can display it on my TV if I choose to. I can leave Hulu streaming 24/7 if I would like so, I payed for unlimited data and that's what I can go for if I want.

A company that's on track to make over 4 billion dollars this year in profit has no need to cap data, they're clearly not losing money on it. It's greed.
