Galaxy 3 stuck in loop

I did updates. When installing last update it crashes at 28 percent then stay in a loop between off and the 'Samsung Galaxy 3tab' screen.

28%? Is the phone rooted? That's about the point at which a rooted phone will abort an update. (You can't update a phone that's been rooted, even if you remove root in most cases.)

Go to the Tab 3 section of XDA Forums and see (or ask) if anyone has, or can post, that update file.
