Galaxy J3 Luna Pro has a total of 16 gb but only 2-3 gb are actually usable, help?

The Luna J3 says there is a total of 16 GB of available storage but after only a couple of apps adding up to 2 gb the device says its full.
 
Welcome to Android Central! This is not unusual. Older Samsung phones were often loaded with lots of bloatware that the user could not remove, such that of the 16 GB of internal storage the phone came with, upwards of 10-12 GB was already taken up by the system and all of that bloatware. You'll just have to uninstall apps you really don't need. But realistically, you won't be able to do much with such an old device with such little storage. Do yourself a favor and upgrade to a more modern phone with at least 64 GB internal storage.

If a device is manufactured with a storage capacity of 16 GB, the user does not have all 16 GB available to them.

1. First, the internal storage has to be formatted. This is done with all hard drives, whether it's in a phone, a laptop, or something else. After formatting, you're left with about 14.5 GB

2. Then the operating system is loaded. This takes up several GB by itself.

So when the phone is brand new, and/or if you do a factory reset, if you go into Settings-->Storage without adding anything to the phone, you'll see the total amount of storage that you're left with as the user.
