Galaxy Note 3 battery malfunction after using external portable charger

My Note 3 had been working fine until I started using portable charger (Royal PowerBurst 1100 mAh portable charger). The battery now would not charge unless I power the unit down, plug in the cord (original Samsung USB charger/cord), then power it back up again. Even then, it took longer for the unit to start charging. Does anyone know what went wrong and how I could resolve this issue? Is the damage (if any) limited to the battery or it's gone beyond that? Thanks for your feedback on this.
