They so can... For unlimited data users unless they pay (or use workarounds like they are).

They can't stop people on shared plans... Is what your article is talking about.

So my question is does the update fix or help 4g connectivity? I've had problems with my phone switching back and forth between 3g and 4g along with poor call quality.

not for me . it stayed the same on mine.
