I have tried to root my phone but did not remove the exchange encryption first.
Now I cannot access my internal sd card.

How can I remove the encryption and regain access to the internal sd card.

You won't able to remove it if your phone not even able to access it since it's use exact same process called decryption, in order to decrypt you need a key, i don't know what you did (would be good if you say how you root), you might try to retrieve it and reinstall it somehow. If there no way to decrypt the card only thing you can do is format that card (if it won't let you in phone do it on PC) which ofcorse means data loss... but at least you will be able to still use that card.

excuse me...previously, the android version for my galaxy s2 is 2.3.2..recently, i just update it to 4.0.3..so, i just wanna know, what is the negative side effect to my galaxy s2 after updating the android version?

Only issue i got with ICS on s2 is that WiFi when i turn it on sometimes it stays gray (turning on state) forever and only restart of phone can help it... but if you keep WiFi always turned on this should not be a problem :) there also might be more power consumption, but now i got use to it. Other then that, things are better... and i don't what the hell you waiting for, ICS have huge updates to UI makeing them more pretty and most importently hardware acceleration for UI which makes things mroe smoother.
