I haven't seen any low light shots with the s4. Can you link me to some that are good?

In the s4 forum I found 3 examples and wasn't impressed with any of them compared to the One.

This one looks pretty good, no exposure info. Very noisy though. This looks like output from the one at about 2500 iso

Nice, you used an example of mine. Here is the full quote to set up the results I got in this test. (And it is just a quick test as I wont post results of friends or family without permission)

Ultra low light...

Let me set the lighting for you. It is 2am so no light from windows. All lights in the house turned OFF besides the overhanging desk lamp.

First pic to give example of just how dark it is. Notice the lamp at top back lighting the coffee mug. Notice that the light is also facing away from the for ground of the image.

Now we pan down to the for ground and take one more.

This is full auto folks. Night mode turned off. Image stability turned off. Handheld. All settings out of the box untouched. Unedited.

Now that we can all see that there was NO light hitting the subjects at all, I'm sure many would agree that the image you showed is far harder to capture then it looks, and is an outstanding result.

The problem with Samsung is that in night mode it does some hardware and software tricks that are not listed so we can't say just what or how it is done. At least I can't as I know little to nothing of samsung's camera software technology.

One other variable that isn't mentioned. What meter mode was used? There are three available: spot, center and matrix. Each will give a different result in tricky exposures.

Keep fiddling with the exposure until you get one that represents what your eye sees. Its the end result that counts. Both phones offer fine cameras. Actually, the HTC One has a lens that is 35 mm equivalent to a wide angle 28 mm lens. The S4 is close to 31 mm, slightly less wide angle. I wish the S4 offered the 28 mm.

The macro mode continues to impress me. And it's not even a macro mode, it's simply the ability of the S4's camera to focus so well when just an inch or two from objects. Photo below untouched (except for cropping)

I don't know why you'd make it up. Could you upload the full rez shot with EXIF intact?

Taking your word about the authenticity of the shot ... that is the finest macro shot I've seen taken with the S4. And its even more remarkable at f/2.2 which normally results in a very shallow depth of view. Most quality macro shots are taken using the aperture set at f/11 or smaller (f/16 or f/22) which is unavailable with this camera. Couple that with a slow 1/33 sec shutter speed. Its not a low light situation by any means. There's plenty of light as most macro shots require. It is a quality shot.

There isn't much depth to the image . f2.2 is fine
