Who said it would? Apple, or HTC? 
The only thing hurt are the lofty 80 million sales projections somebody/s made. They are being impacted some by people holding on to their S3, since still a great device and people waiting on S4 derivatives. A lot of apparent interest in the Active the mini and some holding out for larger models. The latter being the smallest impact.
