While I agree with you that it's annoying and there should be a work around, it does allow you to raise the volume, you just have to say OK first.By the way - this function makes using the S4 COMPLETELY USELESS as a music player for people that listen to music while doing things like riding a motorcycle, mowing the lawn, or any other outdoor activity where you need more volume because of outside noise.
Is there a way to disable this? Sometimes I listen to podcasts and I have to turn the volume all the way up so that they'll be loud enough...
This is amazing. Do they think we're 3 years old and have to be told every time we turn the volume up past a child's level? I switched to Android from Apple iPhone and like a lot about Android. But this kind of baby-sitting function is making Android look very bad when its reputation is exactly opposite of this. Are they trying to turn into Apple now?
Have you noticed that even if you pause your music (with headphone switch) and restart it - it restarts at the lower level and to turn it up you have to take the phone out and click OK ON THE STUPID MESSAGE AGAIN??? IDIOTIC!
The notification comes from com.android.pagebuddynotisvc, which is called PageBuddyNotiSvc in the application manager ('All' tab). You can disable this service, and the notification + shortcut icons in the dropdown menu will now not appear.
Setting > application manager > all > PageBuddyNotiSvc > disable it.

The warning still comes up with 3rd party apps.
