Galaxy S4 turned off while recording video. Trying to recover video...

I was recording a video (about 15 min long, 2 gig) and my phone turned off for some reason when the battery reached 5%. When I opened the DCIM folder and searched for the video file, I found a "blank" or corrupted file titled 'temp_video', which its size is 2 gig. How can I recover or fix this file so I can watch my video?

Also, how can I prevent my phone from turning off/not allowing me to record when the battery reaches 5%?
 
Welcome back! The battery sensor software is not very precise when the battery gets low. It's not uncommon for the phone to initiate an auto-shutdown when you get that low. In general, you should avoid discharging the battery to that level on a regular basis, since that habit can shorten the battery's overall lifespan. (It's ok from time to time, but as a rule of thumb, start charging when you get down to 30% or so.)

Try renaming that file by adding ".mp4" as a suffix. Then see if the phone or your computer will play it.
