Galaxy S4 update issue

Hey guyes ,
Am facing a problem with my gs4 .it refuses to update neither through the air or through samsung kies .... it alwayes give a msg that the last update is already installed even the version is 4.2 plz help me

Go to Samsung service center.

I think it must be a bug or your carrier didn't approve 4.3 update
