Galaxy S6 - Phone's WIFI is turning on and off

[AC Question]

Samsung Galaxy S6 on Verizon. I normally toggle between the wifi and data. I use the wifi wherever I have a chance and use the data when I need to. I switch between the two using the drop down menu and toggle the options.

The data toggles on/off fine, but lately, when I try and turn my wifi on or off, it will either show as off and then attempt to turn on automatically and keep cycling between on and off in ~1 second intervals and not connect to anything,or when I attempt to turn it on, it will do the same and not connect to anything. I am always around a known/previously connected to wifi spot when I try to turn it on.

I have tried restarting, fully powering down and then on again, clearing the cache partition, and starting it in safe mode but the issue still persists.

I am experiencing the same thing on a Galaxy Note 4 with Bell Mobility since this morning.

I did a factory reset and restored from backup, which seemed to cure the problem, but later in the day, the problem recurred. I believe it started again while configuring Facebook, but can't be certain. I disabled Facebook and restarted, to no avail.

Good idea, but it was not enabled in the first place. I get the feeling it's an app update gone wrong, but can't identify the offender.

UPDATE - workaround by disabling Wifi scanning in location settings.
