There's poor ram management on Samsung flagships. Here's hoping that Marshmallow fixes it.
Actually this is how Android works. Android tries to fill the phones RAM up as much as possible and then it frees up if needs space for more things. This way items will launch faster and not have longer load times. This is perfectly shown by how the OP said he clears it and then it shows 75% again.

Meh, that's only partially correct. Samsung phones are known for using way more RAM than they should. Look at the Nexus 6P for example, it always is much less and with only 3GB of ram, it doesn't mean it fills it up completely. It's much much lower. That is why Samsung phones when you try to reopen apps that should be left untouched, they actually refresh and start all over because they've lost their place in memory.
