Galaxy S6 WiFi won't stay off

That is a utterly false statement. My girlfriend has VERIZON... with this EXACT issue right now.
I am looking for an answer, because I am not there with the phone in my hand.
YOU SIR FOOL... speak from nothingness.
 
Have tried everything and disabled all Wi-Fi related scanning in Wi-Fi/advanced, location scanning, connections optimizer, even the *#0011# wi-fi power saving mode, AND rebooted the phone in safe mode, and it STILL automatically turns wifi on and connects to my networks without permission.

This is Sprint Galaxy S5 Sport running Android 5.0.
 
I have a S5 Sport. I took mines into Sprint and they say that they dont see any problems. I have unchecked EVERY setting pertaining to WIFI and it still connects. WTF. Has anyone found a solution yet?
 
Finally! This has been driving me crazy for weeks now! I would turn off WiFi and it would come back to life and try to suck off a house I might be driving by. Annoying! Thanks!
 
I have found two themes that make WIFY stay on. They are Solar Eclipse and Alien.
Alien also makes GPS stay on.
I have Space Odyssey on now with no issues.
 
Someone above blamed this on Android in general. Please don't. This is purely a Samsung problem. I have not encountered this on any other Android device other than Samsung.

This is NOT just a Samsung problem or carrier. I have the LGV10 With Verizon and the same thing had been happening, I turn off WiFi,then it switches back on. So far I've been told this is a app permission problem, I deleted Instagram which allows it to control connectivity and since last night (16 hrs ago) and a factory reset the problem has not come back. What to do is factory reset, then download 1 app at a time, go to permissions (additional permissions) and see if it has control connectivity or controls WiFi. If it does then delte the app and use it only on your browser.
