Galaxy s7 notification panel won't open

Hello to everyone, including everyone at AC, just a little note as that's what I thought I'd done, which is why I mentioned the 2 years timeframe.
So, to the forum now, I've just got a second hand S7 (Standard SM-G930F) and it seems to work fine except for a few times now the notification panel won't open. If I keep scrolling down eventually it does and then it works fine as expected.
I tried to scroll it from different spots from corner to corner but doesn't seem to make any difference. A couple of times I tried to close it and re-open it and again it won't open.
Restart also doesn't do any good.
Having been out for over 2 years now I thought someone else must have noticed it but I haven't found any thread or any mention of it, which seems to suggest it's a unusual event (like everything else in my life...).
One last detail is that the previous owner had the screen replaced some 6 months ago, I don't know who did the replacement but I have reason to believe it was a qualified shop also because it doesn't show any signs, I only know of this because it was mentioned in the eBay listing where I bought it.
Perhaps it's the reason why the previous owner decided to sell it, I don't know, I intend to ask him but I don't expect him to admit it because he should have mentioned such a thing in the listing.
Has anybody come across this problem, and more importantly, has anybody any good idea?
I would really appreciate any suggestions.
