First off all the Tab 3 line up are the budget tablets of samsung. It's underpowered. So lags and such are a very common issue. No offense, but the tab it self is laggy. xD Borrowed one from a friend. The Tab 3 7.0. He's not an app person, only social media apps are there in his tab. And i see the occasional lag/stutter even only on facebook.

You should install KitKat on a full battery because the update was released yesterday for the tab 3 7.0!! And make sure battery saver is off!!

Well you should fully charge the tab and boot into recovery and do these steps:
Wipe cache partition
Wipe factory data reset and repeat one more time and it should work.

I just updated to kitkat, and asked to navigate to a destination. For the first time, maps didn't lock the entire device into a forced hard reboot. It's my primary navigation in my truck and though my truck navigation works just fine, it's nice to have Google as a backup. Now I can finally do it on the same device. It seems to run my apps faster. Time will tell how it manages multitasking. But it did add multi window access.

Go to development menu, turn transition animation off, the window animat.scale set it 0.5x , animator duration 0.5x too, set background processes to 2, turn hardware overlays off, and change the default launcher, I suggest either nova launcher or Google now..

Where do you find developer menu in 4.4.2? Cant find it any where???

Tap the crap out of the "about" button in the settings app. The developer menu will appear eventually. Just the same way how you could get the Jellybean easter egg and the Kit Kat one as well.

Once the developer menu appears, it remains available after getting it to appear.
