Galaxy tab 3 (SM-T210R) sync issue

Ive been having an issue with the tab 3 were if i turn off the sync it loses the date and time (displays noon on Jan 1st 2012) and then will not re-sync to Google services and forces me to backup and factory reset the tablet. also while in this state is will not connect to websites or Google play store need some help as this is an annoying and reoccurring issue
