Galaxy Tab A cannot update apps - claiming not enough space.

Hi all, I have a 2016 Galaxy Tab A (SM-T280) and I cannot update any apps because it is telling me I do not have enough space. When I check Storage in Settings I am told there's 510 mb free on the internal storage and 13.3 Gb free on the SD card. I have installed only three apps and Google Play wants me to uninstall all of them to free up space.

So far I've taken the following steps that I found on the net:

1) Cleared the cache - most apps only had a few kilobytes of cache space used.
2) Installed a cache cleaner and run a "deep clean" which changed nothing.
3) Done a soft reset
4) Unmounted the SD card (the two biggest apps I've installed are on that)
5) Uninstalled and reinstalled the apps I've put on.

None of these things worked and even though Android is reporting I have half a gigabyte of storage free it cannot update apps requiring a couple of megabytes.

The tablet is a 7" Galaxy Tab A (2016) with Android 5.1.1 (the latest available to me). All system software and security patches are up to date.

Is there anything I may have missed? Something that would fix this problem. The last thing I can think of is doing a full reset and trying again.
