My gallery used 548mb so far this month. I can't find a way to stop it. Or at least control it.

I have instant upload on G+ set to wifi only.
Gallery has my G+, Picasa, and Facebook. I think its downloading the pictures from Facebook and picasa. I wush i could set it to wifi only.

That is probably the problem. I don't use any of those services so all I am doing is guessing but if you stop the sync for a couple of days you should be able to tell by your data usage then.

The Gallery doesn't download any pictures at all, it syncs a thumbnail of them and that happens instantly as you add new pictures. When you open your Gallery you'll notice that pictures with the Picasa icon open blurry and then clear up as it caches the image. And even then, there would have to be a hell of a lot of photos in your Gallery to have that kind of data usage. I have 9.16MB of data usage since December 17th and over 1000 pictures uploaded to Google+ since then. You could go to Settings>Data usage> click on Gallery, scroll down and then check Restrict background data.

The restrict background data refers to "all" backround data. not just gallery.

Do you have "instant upload" enabled? That would probably do it. It uploads your pics as soon as you take them to a server
