Gapps and Play store services errors

I saw that I had an app update and tapped on the notification to update it and all of a sudden I had an almost endless loop of play store services errors and gapps errors. I finally got them to stop, rebooted my phone, and now it's barely working. I did some digging on this site and saw that I could "uninstall the latest update" for the Play Store and the Google Play Services app, so I did it on the Play Store app. When I tap on it, nothing happens now, it doesn't go to the Play Store and has the green android guy icon.

I then went to the Google Play Services to uninstall the latest update, but that wasn't an option. I clicked on Disable, but then it told me that I couldn't disable it and had to go into the Device Manager, so I did and there it just gave me an option to delete all data. When I tap on it, the Settings app stops working.

WTH is wrong with my phone and how can I fix it???

Try clearing the data from both apps.
 
Thanks, I did that along with every other fix I could find and nothing worked so I had to do a factory reset.
