Gear S2 without plan

If I bought a Verizon version from a Third party would I need to activate a plan for it to work as just a smartwatch without the cell features? I currently have a Note 5 and want a Gear S2 but I can't pay the full price for a new one.

You can operate the watch under blue tooth and wifi so therefore no need for a plan
