General Android questions.. considering the EVO

Hi guys, new member. Currently own a Palm Pre.. considering the switch like many others. Got some questions I am sure have been answered but I searched and couldn't find exactly what I was looking for.

First, are apps transferable from phone to phone on Android? What I mean is that if I purchase Apps for an EVO, and a year from now I purchase the next Android phone, can I put my apps on the new device or do I have to re-purchase?

Also, in regards to the $10 fee from Sprint.. is that PER PHONE? My wife and I currently have 2 Pre's and are on the shared 1500 plan thats like $99 a month. If we both get EVO's are we paying $20 per month extra or $10 for both phones?

Haven't gotten my Evo yet (also on a Pre now) so I'll leave the first question to others.
