Get neighboring cells signal strength without using getNeighboringCellinfo

Hello.
Is it possible to get the signal strength of the neighboring cells without using getNeighboringCellinfo?
I have a Samsung Galaxy S4 and I read that the getNeighboringCellinfo method return always null if you use a Samsung phone.
For this reason I would to know if there is another way to get these information.
