get white rectangular on screen no app works - only when wifi or data is on

I an getting a white rectangular pop up with nothing written. All apps stop responding but looks like they are open in the background.
This happens only when wifi or data is activated.
Help.
 
Hi, I'm getting exactly the same issue, started this morning. Opening the phone in Safe Mode makes no difference. If WIFI and data are disactivated and the phone is then switched on the white rectangle is no longer visible and the screen is accessible. When the rectangle is visible then I am unable to access any of the apps currently running. However, I can still drag the status bar down from the top of the screen and read the notifications. If I click on a notification it will open the associated app, but will display the rectangle on top and not allow me access to the app.
I am using a Samsung Galaxy S6 with Android version 7.0.
 
Change the theme. The theme apparently doesn't work with the popup for some reason. Maybe the text will be visible then.
 
Solved it. I had to sign out of my Google account and then sign back in again. White rectangle no longer appears.
 
Spoke too soon, unfortunately. Had to restart my phone last night and the white rectangle reappeared. This time signing out of my google account made no difference. I tried changing my account password but that didn't fix it either. I'm considering deleting my Google account from the phone but was wondering if there are any drawbacks to doing that or if it will even solve the problem......anyone have any ideas?

(Regarding changing the theme, I cannot change it without a data connection but when I have a data connection I can't access the screen)
