getting pops ups while not online

About a week or so ago, I wasn't able to receive phone calls. Sprint got me to factory reset my phone and right after that my phone upgraded to lollipop. Ever since then I have had random pop ups that happen and I'm not on the internet. It randomly occurs when I click on my email and my apps. I haven't installed any new apps that I didn't previously have on my phone before the reset. I have already cleared my cookies and cache and still have the issue. I have downloaded lookout and other push notifications apps with no avail. Any suggestions?

Are the pop-ups about random things or are they all the same?

What kind of pop ups? Advertisements?

Could be a form of adware on your phone. Maybe try an anti-malware app like avast! or something?
