Glaxy Note 2 <GT-N7100> Setting ,Gallery,System UI ,etc <Everythings> Has stopped working !!

I am having this problem after rebooting my phone , Help me out ...
Android version ,4.3
Rooted ,
When I entered Password of App Lock , That's not Auto-Login , So I thought this app not working and I reboot my Phone , and that Problem come out , .... Help Me ! I boot into SafeMode to solve , But Don't solve , And I am tired , No Way to Fix ?

I noticed this similar issue every once in a while on my rooted S4. My only suggestion (which resolved the issue for me) is to re-root the device. If you can, I would re-root with the same process you used initially. If the problem persists, you know the issue is the rooting method and you should find another method. Good luck.
