Global Settings Error

I have a rather unfortunate problem.
I get an "unexpected error loading global settings"
None of my applications save their settings and upon any reboot I have to re-set everything.
You can see how this is annoying.

Earlier today all my applications were force closing constantly including the launcher so I wiped and installed a new ROM.
It fixed the constant force close problem but now I have this issue to tackle.
I'm sleep deprived and this is frustrating.

Any help you could give me would be greatly appreciated.

It sounds like you had an error from using a journaling off rom that caused all the fc's. Then you restored data that was corrupt from your previous rom. Have you tried fixing permissions in clockwork? If that doesn't work you might need to start fresh and wipe all data.
