Just wondeirng if anyone has any advice for me, I am taking a cruise here shortly it will be for about a week, but it will take me to Mexico. I dont want to leave my DX at home because I may need it if an emergency pops up, but I also dont want my phone using data while im in Mexico and charging me exorbitant rates, I thought about turning it off but im still worried that some kind of background data might run even while turned off. Anyone know what precautions I need to take with my phone while im out of country?

If you turn it off, and leave it off (unless there is an emergency) no data is transfered, and you will be fine.

Most countries outside the Us only have GSM networks so you may not be able to use your DX because Verizon is a CDMA network. Try renting a world phone from Verizon( Droid 2 or a blackberry world phone.) See if the countries you are going to have cdma networks and if can use your DX save some money for the big bill.
