Google account deleted but not recognized by Nexus7

I deleted a Google account and I keep getting a message on my Nexus to sign into my deleted account.

Any suggestions to resolve this problem would be appreciated.

As a part of this problem if I have to do a reset and have done a back-up before I reset will it restore paid apps. I have Sibley birds (from Google Play Store) on my Nexus and it is a $19.99 app.

I thought Google Play purchases were tied to accounts rather than devices.
