When did it become absolutely necessary that I turn on Web & App Activity in order to get Now Cards to work? I'd rather not have it on. I just noticed this is required. Thought it was an April Fools joke. Apparently not.

I think most folks just turn on Google now or not. I don't think a lot of people pay attention to the settings.
