Google backup photos

I've never had a problem with my saved photos lately if I try to download certain photos it will show downloading then when I go to open its only giving me a html or internet option. Galaxy grandprime

Are you using the Google Photos app to download the photos? After the photo is finished downloading, go to the Download directory--do you see the photo there as a jpg file?
