Google Image Search downloads: "Unable to find application to perform this action."

I used to be able to download images straight from Google Image Search and they'd show up in Google Photos. Now, when I do an image search and select "Download image", it's no longer getting added to my photos. I found the files in "My Files", but when I tried to open them, I get a message saying "[number] was deleted, moved, or renamed. Tap DOWNLOAD to download the file again, or tap REMOVE to remove to remove it from Downloads." When I select "Download", it redownloads, but then I get an "Unable to find application to perform this action" message when I try to open it.

The only thing I remember messing with recently was Bixby; I uninstalled all updates. I just reinstalled it to see if it would correct the problem, but it didn't. I also tried resetting my app preferences and that didn't work. This is only when I'm trying to download images straight from Google IS; everything works correctly when I save images from webpages, Reddit, etc. It's really frustrating because I use GIS a lot and it never did this before. Any ideas?
