Google maps service wont stop!?

i flashed the newest build of aospcm7 or w/e its called and when i check what is using my batterie i looked and it was the plain old google maps service.... funny cause i didnt even use any type of gps/navigation etc today so i figured id just turn the service off.... but it wont stay off for more then half a second... how do i get it so gmaps doesnt run unless i use something that is gps/data relient?
 
the only way I found to shutdown the g-apps so they don't respawn after killing them manually was to never install 'em in the first place (my preferred method)
even using "pm disable <package>" in adb shell or terminal won't do what you want, it stops 'em ok but you can't use disabled packages without manually "pm enable <package>".

I have this issue as well. Rebooting fixes it, although I realize that's not always an option.
