Google Now not obeying commands, searching instead.

I don't know what I did, but even a factory reset hasn't restored this capability on my Note 2.

I used to be able to tap the mic in the Google Now search bar and say things like:
Locate nearest Home Depot
Navigate to nearest Home Depot
Call nearest Home Depot
Create new appointment, dentist 2:30 next Friday.

Now all it does is do a google search.

What did I do and how do I make it work again?

Everything was set to English in the system and voice search settings. I switched it to Chinese and back to English and now it works.

I have seen some posts over at XDA that suggest making sure your system language is set to English. Not sure that will help or not.
