This is interesting. It seems a lot like S-Voice. But from what I recall in the CAI thread, with that one you simply need a TTS voice engine set (the example mentioned was Ivona), and you're set. (Of course, that whole "Hi Galaxy" thing was hit or miss...)
When I go back to CAI, I may try this out, too...

The wake up phrase was because Samsung uses their own frameworks for a lot of their phones. On a non Samsung Rom we don't have those.
