Google+ photo backup?

Very new to using Google+. Backed up all my photos from Gallery last night & it worked fine. But I'm not sure I understand exactly how it works... are they backed up to the cloud? Thought that was how it worked, but photos backed up from my Nexus 7 do not show when I open the app on my Moto X, & vice versa. Also... is there a way to download the backed up photos to device storage?
