On my phone it says that I have over 5GB of photos and movies, yes locally on my device I only have about 45 photos and a few movies (2 min clips). I can only assume that somehow the google + photos that I thought are being stored in the cloud actually reside on my phone? Is this true? Any help?

The Photos & Videos you take on your phone, are saved on to your phone's storage space. They are then uploaded to the cloud. You would have to delete the file on your manually. In addition the Moto X's .mov video extension does save in a large size, no matter the length. Trust me, I've been there. :)
You could also clear the cache of Google +'s Auto backup.

No, photos in G+ have to be deleted manually. The sync works only to add photos.

On your phone if you go into the "Photos" app and delete it, it will remove the photo from your device and Google+ auto-backup (the photo will be moved to "Trash" in Google+ and permanently deleted after 30 days).

If you go into "Gallery" on your phone and delete it, it will only remove the photo from your device.

Wow, Google ought to think about warning you that you are deleting from two locations in the Photos app. I can see many users not realizing that.

Better yet, have a pop up that let's you choose to delete from device, google+ or both.

I agree dmark.

You *can* use the Photos app to delete photos only from your phone. Expand the side menu and go to "folders", those are local images. Deleting there only removes the device version just like the Gallery app.

Very confusing I think with no explanation provides by google.
