Google photos to Gallery!!

When I had my Samsung Galaxy S7 Edge I never had problems downloading pictures from Google photos to my gallery but now with the Note 8 when I download a picture and click on it I get a message where it won't open also seems like you can't download multiple photos anymore. What's going on? Any solutions? Please help.

check that the photos app has permissions to access storage.
