Google Play Background info being required for purchases

I have a friend that is new to Android having problems with Google Play? She is saying that Google Play is requiring background information for purchases. Anyone have any answers for her? Post them in this thread. Thanks Spruce1969.

What kind of "background information"?

They do need billing info/address for the credit card.
